I am about to make a direct booking for a US hotel. They only quote prices in dollars. When using my credit card, who is responsible for the exchange rate? Is it my CC company? If so, at what point does the conversion happen and is there are fees for this?

Can anyone also recommend a better way of making the booking so to reduce costs
